"The 2020-'21 season was the fifth-highest harvest total on record (141,620), with population models indicating a stable to increasing statewide . "We captured 98 deer this past winter and placed . Exclosures (fences excluding deer from a patch of ground) at Manassas National Battlefield Park have revealed that the reservoir of seeds in the ground can produce new plants of species that are missing outside the exclosure. Hunters killed 2,092 wild turkeys in Virginia during the 2020-21 fall turkey hunting season, a 3.7 percent increase over the 2019 harvest of 2,018 turkeys. Native Americans used fire to alter the species pattern in Virginia's woods. When the subject is CWD, there is no good news; but the semi-good news in Virginia is that we did not identify any new totally unexpected CWD counties or areas in 2021. Most cooperators in DMAP are in some type of quality deer management (QDM) program where aggressive doe kills are combined with rules protecting young antlered bucks. Velvet protects the bone-forming tissue initially:5, velvet protects the bone-growing tissue that produces antlers, on a cycle determined by testosterone and day length Firearms either-sex deer hunting days have been increased in Charles City, Chesterfield, Fluvanna, Goochland, King and Queen, King William, New Kent, Page (private lands), Powhatan (except Powhatan WMA), on private lands in Rockingham west of Routes 613 and 731, and Spotsylvania counties. Killing even a high percentage of bucks, the deer with the attractive rack of antlers desired by hunters, will reduce next year's crop of fawns far less than killing does. Source: Virginia Department of Game and Inland Fisheries, Virginia Deer Management Plan, 2006-2015 (p.9), Virginia deer distribution in 2004 based on population index (antlered buck kill/deer habitat in square miles) November 02, 2018 By Mark Fike. In 48 units or approximately half of the state, the Department is actively managing to reduce deer populations. This is the concept of biological carrying capacity (BCC). In 2021, 19 positive animals were found in DMA1 including 17 in Frederick County and one each in Clarke and Shenandoah counties. Record B&C Typical Stat. During the Great Depression, Virginia's deer population ranged between an estimated 25,000 to 50,000, . Acorns are the preferred food in the Fall. As of 2016, the west virginia deer harvest by county was . The decline in the western public land deer kill has been halted, but the western public land deer population has not and is not expect to recover to past deer population levels unless there is a significant change/major improvement in deer habitat conditions. Forests can recover from excessive grazing pressure, if there are periods when young plants get a chance to grow high enough to survive herbivores like deer. CONTACT INFORMATION: Our office is open 9AM-5PM M-F 703-246-6868 TTY 711. Check stations that desire to do so can continue to offer electronic reporting services to hunters. The deer thrived in savannah-like habitats which the Native Americans created through intentional burning. 2023 Virginia Department of Wildlife Resources. The Departments deer population management objective for private lands is indicated by the color of the up or down arrow. 29,748. Fv 27, 2023 . This was a regulation year, hence there are a lot of new deer regulation changes for fall 2021 including: Probably the biggest change for fall 2021 will be that the Department has transitioned completely to electronic reporting and will no longer distribute paper check books. During the past deer season, 191,731 deer were reported killed by deer hunters in Virginia. In 1997 local officials estimated there were 25,000 deer in Fairfax County. Any county within 10 miles of a CWD positive deer is by rule included in a DMA and special regulations applied (e.g., carcass transportation restrictions, mandatory sampling, special seasons, etc.). A habitats BCC is not, however, a fixed number. Fall 2021 was a quiet HD year. Third, and when you think it cannot get any worse, in fall 2020 CWD was detected in a taxidermist-sampled deer from southern Montgomery County. A high quality photocopy or copies (8-1/2 by 11 inches) of a USDI geological survey map (topographic), aerial photo, tax office property map, ASCS map, SCS map, or timber company tract map will suffice. "But there is an emphasis on the 'plus.'". Past experience indicates that the ups and downs in annual deer kill totals are in part attributable to mast acorns, mostly conditions and/or HD outbreaks. See the annual hunting digest for more details. Essex' population fell 5 percent! Carroll County has been added to DMA3, and the firearms deer season has been extended to four weeks on private lands. Mission for Deer Management: Sustainably manage white-tailed deer as a wild, free-roaming public resource to serve the needs and interests of all citizens of the Commonwealth. For the last three centuries of wildlife management, the goal was to increase the herd. The Columbian white-tail is a rare species named after the Columbia River. This one-on-one relationship, stressing communication and cooperation, makes DMAP a flexible and effective deer management program. According to preliminary numbers released by the state Division of Natural Resources, hunters harvested 118,606 deer during the 2022-2023 seasons. The Virginia Department of Game and Inland Fisheries made clear that the state agency supported use of archery hunting to reduce excessive deer populations:9, In the end, Prince William County modified its ordinance to restrict bow hunting only within 100 feet (not yards) of regularly occupied structures.10, restrictions on shooting within 100 yards of occupied dwellings or public roads blocks deer hunting in most of Prince William County, even the Rural Area northwest of Manassas Battlefield Wisconsin is home to a large deer population, and hunters in the state kill an average of around 200,000 deer each year. The West Virginia Division of Wildlife and Natural Resources will hold public meetings in March to discuss the deer hunting regulations for the fall of 2022. That city's land use pattern changed from suburban to urban, as nearly all parcels were developed ("built out"). Disease Management Area (DMA) 1 (Clarke, Frederick, Shenandoah, and Warren counties), DMA2 (Culpeper, Fauquier, Loudoun, Madison, Orange, Page, and Rappahannock counties), DMA3 (Carroll, Floyd, Montgomery, and Pulaski counties). This years total included 90,242 antlered bucks, 1,113 bucks that had shed their antlers, 11,921 button bucks, and 81,692 does (44%). Hunting does reduces the population for just one year, until new deer migrate into the territory. Opinions of professional wildlife managers regarding how to manage the deer population do not automatically match public perceptions. Antlers and bones were manufactured into tools, and sinew was used to bind objects together. Below are several documents for persons wanting more information on DMAP: If you have any questions or need any additional information, please contact the DMAP biologist for your area shown on the map linked above. . Population Goal: Manage local deer populations to balance the varied needs and reasonable expectations of a diverse human community (cultural carrying capacity), the requirements of a biologically diverse ecosystem, and the anticipated future social/ecosystem demands. Figure 1. Adult males are the sex and age class most likely to have CWD, so a taxidermist- supported approach is an efficient surveillance method. Last fall, DWR received 54 late summer and early fall HD calls from 30 counties involving 199 deer. Virginias deer management program has been noted for both its simplicity and its success. Deer were hunteed throughout the year, sometimes by driving then onto a narrow neck of land where they could not escape. Several of the HD reports received were later in the deer season and were reports of deer walking around like their feet were sore. Additionally, all new program participants must collect biological deer harvest data (weights, jawbones, date of kill, etc.) These are not big numbers in terms of calls, counties, or deer. CCC can vary widely between and within communities. Source: Fairfax County, Fairfax County Deer Management Program, While reducing the deer population to the cultural carrying capacity has become management objective for most of Virginia, the 2006 Deer Management Plan did propose increasing the number of deer in the Appalachian Plateau physiographic province and in the ridges/valleys of the lower (northern) Shenandoah Valley. The herd has grown significantly. When preparing the "Virginia Deer Management Plan, 2006-2015," state officials surveyed the opinions of local officials to evaluate how the scientific recommendations would be received in different areas of the state. Guided by the DWR mission, the Virginia Deer Management Plan includes four goals which specify the general directions for deer populations, deer-related recreation, deer-related damage, and deer habitat. There is not a deer management unit in Tidewater where the Department is trying to increase the deer population. DMA3 in southern Virginia was added after a positive detection in Montgomery County in 2020. Caption: Ohio's deer archery hunting season . On Jan. 18, the House Natural Resources Subcommittee failed to take any action on House Bill 1811 . This plan describes the history of white-tailed deer management, current status (supply and demand) of the deer resource and management programs, and the future of the deer management program in Virginia. Big bucks, young bucks, does and fawns. Native Americans in Virginia used reeds and bark rather than skins for making houses. If sterilization was successful, the City of Fairfax deer population levels would stay at lower levels than in nearby jurisdictions.12, healthy does can produce fawns for over 5 years Non-resident hunting license and deer permit. Human expansion and economic progress have driven natural predators out of Virginia, giving deer free rein. Continued high human population growth rates, crop damage, and deer-vehicle collisions remain important deer management issues in Tidewater. 43. The female deer kill level has been fairly high in this region for well over a decade. Washington: 305,000. . First detected in fall 2018 in southern Culpeper County, at this time CWD does not appear to be firmly established in DMA2 and, hopefully, all or most of the CWD detections in DMA2 represent deer that have dispersed out of DMA1. Just like in Tidewater, HD can play a major role in the Southern Piedmont. Pursuant to a change in the Code of Virginia, a change has been made that only the projectile must be loaded from the muzzle of a muzzleloading. There were fewer than 500 deer left at the time. Westmoreland's human population only grew by 5.9 percent between 2010 and 2020. The Department receives important biological data on deer herds across the Commonwealth, while the cooperator learns more about their deer herd and deer management issues. Deer hunters who would like to know the annual deer kill totals by county dating back to 1947, including the county-specific 2021 totals, . The City of Bristol and the Town of Scottsville have joined the urban archery deer season(s). Past experience indicates that the ups and downs in annual deer kill totals are in part attributable to mast acorns, mostly conditions and/or HD outbreaks. In 2006, there were 1,100 check stations, operated by volunteers. Regrettably, at some point probably in the near future, CWD will become established at one or more points on the ground in DMA2 and begin spreading and producing its own CWD embers. A major increase or decrease in the statewide deer kill total is not expected. Mandatory CWD testing will be held in Shenandoah County the first day of the firearms deer season on November 19, 2022. HD occurs every year in Virginia at some low level. Meet deer population objectives within 5 years; Monitor deer population status by management unit (county/city); Update deer population objectives (as frequently as 2 years); Use hunting as the primary deer population management tool; Manage limiting factors to attaining deer population objectives; Develop/continue site-specific deer management programs (e.g., DMAP, urban archery); Increase stakeholder support for deer population management through education and engagement. Please keep in mind that DMAP cooperators face serious responsibilities. As shown in Figure 4 about of the deer herds in the Southern Piedmont are at their desired deer population level (i.e., primarily yellow or moderate). The reproductive capacity of the population was so high that the state wildlife managers could adopt more-restrictive hunting regulations, and population recovery would quickly compensate for even several years of excess harvest.8, individual warm deer can be spotted on cool nights by thermal imagery cameras, but state officials do not require such detailed population data to set annual hunting regulations There are only two days during rifle season when either-sex deer hunting is permitted: November 22 and 29. Deer management in Virginia is based on the fact that herd density and health are controlled by regulating antlerless deer kill levels. In 39 management units, or 40%, the Department is actively managing to maintain current deer population levels, and lastly, in only 10 management units, is the Department actively managing to increase deer numbers. As noted above, DMAP is designed to meet the stated deer management objective of the club/property. Modern cultural conflicts involve hunting deer, and the procedures allowed for that practice. Based on past experience, HD has the potential to have a major effect on deer herds in eastern Virginia. The current deer population status on private lands is indicated by the base color of the county, ranging from more abundant (red) to less abundant (white). As the suburbs grew after the 1950's, deep woods and open farm fields were replaced by a patchwork of shrubs/small trees, intermixed with lawns. Most deer came from remnant deer herds in Alabama, while a few were obtained from North Carolina. As a result, their populations dropped, but deer benefited from the increase in "edge" habitat. The numbers above do not include deer . The first killing frost in Bedford County did not occur until November 17 or 18. The local perception may reflect the economic impact of wildlife-related tourism. Michigan and Minnesota imposed five-deer limits in 1895, and Wisconsin a two-deer limit in 1897. As long as there is not another big HD event in this area in fall 2021, deer herds over most of this region should be relatively stable. In 1979, these counties were designated as bow-only hunting regions due to declined deer population, and since then it has become a mecca for bow . Counties without an arrow are currently within or at their desired deer population level. At some point in the future, however, the seed bank will be exhausted and the species diversity at the park will be permanently altered. Please support the Virginia Hunters for the Hungry program, do not feed the deer, and, most importantly, be safe. By 1931, it had dropped to perhaps just 25,000 deer. Then, with the discovery of CWD in a taxidermist-sampled deer in the northwestern corner of Fauquier County in fall 2019, DMA2 was expanded to include seven counties: Culpeper, Fauquier, Loudoun, Madison, Orange, Page, and Rappahannock. Because of his liberalization the deer kill increased to between 50-65,000 annually and these regulations combined with three HD events in 2012, 2014 (big) and 2016 resulted in a decline in the Tidewater deer herd. Native Americans used deer skins for clothing and bedding, and covered the exterior of their houses with reeds and bark, Deer almost disappeared from Virginia in the 1930's, but there may be more white-tailed deer (Odocoileus virginianus) in the state now than at any other time in history. As shown in Figure 4 most deer herds in Tidewater are at moderate (yellow) to moderate to high (orange) deer relative abundance levels and the Departments current management strategy is either to reduce or maintain deer populations over this region. Source: National Park Service, Antietam NB, Monocacy NB, and Manassas NBP, Draft White-tailed Deer Management Plan and EIS. Conversely, as deer population density decreases, herd health and reproductive rates improve. Archery (including crossbows) accounted for 14% of the deer kill; muzzleloaders, 23%; and firearms, 63%. Matt Knox is the deer project leader with the Virginia Department of Wildlife Resources. Bad news, bad news, and more bad news. First detected in fall 2009 near the community of Gore in Frederick County on the West Virginia state border, CWD has been moving east across Frederick County and south for over a decade and has now become firmly established across nearly all of Frederick County and in the northern third to half of Shenandoah County. Fall 2020 was an odd HD year. Ohio's average harvest compiled from the past three seasons is 184,746 deer. So, when you see the deer kill down so significantly in those two counties . The relative abundance descriptions used above are subjective (e.g., very low/white, low/green, moderate/yellow, moderate to high/orange, and high/red). During the decades when increasing the deer population was the priority, state regulations limited harvest of does and steered hunters to shoot bucks. In 2013, city officials started a research experiment to control the deer population through chemical sterilization. Over three years starting in 2012, Virginia released 75 elk that had been captured in neighboring Kentucky. After state and local officials approved spotlighting and use of bait, the organization doing the sterilization planned to capture and sterilize 90% of the female deer in 2014-15. That population count enabled the county to determine if the population was close to the biological carrying capacity of the remaining green spaces. The one exception was a period between about 2005 and 2013 when the Department hit the deer herds hard on private lands over much of the Tidewater region with liberal seasons and regulations. About 30% of the female deer population was sterilized, at the cost of $1,000/doe. While the vast majority of these detections have occurred in Frederick and northern Shenandoah counties, CWD has also been confirmed in Clarke, Culpeper, Fauquier, Floyd, Loudoun . Based on the call data, HD activity was documented in Albemarle and Augusta (Deerfield Valley area) and in Fluvanna and Cumberland. The minimum caliber for muzzleloading rifles has been reduced from .45 to .40 caliber (the projectile must still be greater than or equal to .35 caliber). The shrubs and young trees produced twigs and other food within four feet of the ground, accessible for browsing - in contrast to older forests, where new growth is concentrated at the top of trees and thus far out of reach from deer. Since that time regulations have been made more conservative and deer populations have stabilized and/or increased. About 280,000 deer in 2019, up from 270,000 in 2018 and 250,000 in 2017 based on h unting data. Lastly, please note that mandatory CWD sampling is currently scheduled for the opening day of the firearms deer season on Saturday November 19, 2022 in Carroll, Floyd, Montgomery, Orange, Pulaski, Rappahannock, and Shenandoah counties. The plan was presented to, and endorsed by, the DWR Board of Directors on October 15, 2015. Current population estimates put West Virginia's bear population near 15,000 animals, and bears have been harvested in 53 of 55 counties in recent years. One unique thing about fall 2020 was how warm it was. As of May 1, 2022, 134 CWD-positive deer have been found in 10 counties in Virginia (see Table 1). DNA analysis reveals that 25% of twin fawn have different bucks as their fathers. Source: Skies Eye Drone Services, Chital Deer Thermal Drone. Hunting parties sortied into the forests away from the population centers, and members of different tribes must have encountered each other regularly on such deer hunts. Weather during the 2022-23 deer season was also highly variable with unseasonably warm temperatures or precipitation falling on the opening day of multiple seasons (archery and muzzleloader). Source: Virginia Department of Game and Inland Fisheries, Virginia Deer Management Plan, 2006-2015 (p.6), Virginia deer distribution in 1938 (estimated 50,000 deer) It is a cooperative effort. In fall 2020, additional CWD detections were made in DMA2 in Fauquier (1), Loudoun (1), Madison (1), and Rappahannock (1) counties. The City Council rejected proposals to authorize archery hunts, and approved a privately-funded program to sterilize does. Source: US Fish and Wildlife Service, National Digital Library. "2, deer can double their population within just one year In addition to ecosystem impacts, the excess deer population created a high risk of deer-vehicle collisions and spread of ticks to humans. HD occurs in Virginia every fall at some low level. "The state's official number is 250-plus," said Jackie Rosenberger, the wildlife biologist who oversees the elk program for the DWR. Thanks to a new West Virginia Division of Natural Resources study, hunters, conservationists and wildlife enthusiasts will soon know more about the state's white-tailed deer population, their survival raises, behavior and movement patterns. Deer regulations in Virginia are evaluated and amended on a biennial basis. Just over a decade ago, the Department hit the deer herds hard on private lands over much of the Tidewater region with liberal seasons and regulations. Bears were more likely to encounter fawns by chance in areas with little screening vegetation. First detected in fall 2009 near the community of Gore in Frederick County on the West Virginia state border, CWD has been moving east across Frederick County and south for a decade and has now become established in the northern half of Shenandoah County. This is an off year, hence there are not a lot of new deer regulation changes for fall 2022. As large herbivores (plant-eaters), deer also have a profound impact on natural ecosystems. Acorns of white oaks get eaten first because they taste better. 2.58. The last major deer management event west of the Blue Ridge that affected both private and public land was a winter mortality event back in the winter of 2010 due to deep and persistent snow. Virginias deer herd in many areas would be better described as overabundant or exceeding the CCC. In 2021, three positive animals were found in DMA3 including one each in Floyd and Montgomery counties. There are currently 99 county management units ranging in size from 26 to 1,112 square miles in area (average = 401 square miles).
